The Start and Improve Your Business (SIYB) China program is implemented jointly by the Ministry of Labour and Social Security (MOLSS) and the International Labour Organization (ILO) with financial inputs from the British Department for International Development (DFID).
    The overall program objective is to contribute to poverty alleviation and employment creation. The immediate program objective is to enable the unemployed, and in particular laid off workers to start up businesses on their own and provide employment opportunities for others.
